We assume that you are stating that it is changing which target when you change the quantity. So if you were starting with a quantity of 2 and then change to 3, it is adding the additional quantity to the target you did not want it added to. In this case, this is just how the software decides where to add the additional quantity. To work around it, you would need to change your Target 2 to be the values for Target 1 and vice versa, that way when you have an odd quantity, it is adding it to Target 2, which is the target you want it added to.
