What you are trying will not work, as you have found. What you would need to do would be to start with another chart of the same instrument set to be an Intraday chart of any timeframe. Add the TPO Value Area Lines study and set the TPO Value Area % to 1.0. This will set the Value Area High to the highest price in the TPO and the Value Area Low to the lowest price. Then use the Study Subgraphs Average to average the VAH and VAL and then use the Study/Price Overlay to overlay that onto the TPO chart itself.
