The DOM's freeze for a couple of seconds or less when there's a high amount of volume (many trades taking place, like at open) at a particular moment. They are smooth when there's low volume and the market is not very busy (like at noon). The data feed is delayed 10 min as usual but sluggish/laggy as described above.
