The Horizontal Ray is going to start wherever you place the first point and then draw out to the end of the screen in the other direction. So you have control over where it starts, but not where it ends. The only way to control the start and end would be to use a line. You can hold the 'Ctrl' key when drawing a line to force it to be horizontal.
