You really need to do option a/ and you will need to pay the $3.50 exchange fee in addition to your Sierra Chart Usage cost. Option b/ would get you the CQG data, but they do not have historical data for expired contracts and you would only be able to get the data when connected to CQG. And you would still need to pay the $3.50 fee for the exchange. With Option a/ you can get the real-time data at all times, regardless of what service you are connected to, and we have historical data back to 2011 and earlier in some cases.
