It looks like the OEC FIX server is not running on their simulation server. We have noticed this several times. Contact them and tell them you are trying to connect by FIX to their simulation server and Sierra Chart support said the FIX server appears to not be running.

Either that or a firewall on your system is blocking the connection (unlikely):
