Actually, you do have the behavior described above. It is stating that if you have the option "New Bar at Session Start" enabled then your bars will have the starting time defined by the particular session's start time (i.e. Day Session will start at the Day Session Start and the Evening Session will start at the Evening Session Start). In the end, what you are seeing is correct and normal given the Session Times you have established. In the end, if you want your evening sessions to be on even 30 minute marks, then you need to set your Evening Session Start Time to be an even 30 minute increment (16:00, 16:30, etc.).
