You can not do what you are asking. The system automatically adjusts the Session Times based on the current and new Time Zone settings.

Why does it do it? What if I don't want/need this auto adjustment?

You have us curious, are you changing the Time Zone often, and if so, what is the reason for this.

No, I don't change time zone often. Globally I have time zone set to such value, so NY session ends at 12pm, like all decent brokers do. NY session ends at 5pm local time, so time zone needs to be NY time +7 hours. So currently it is UTC+2 time zone. When DST will start again in US in March 2022, it will be UTC+3.
When I'm evaluating charts with old end dates, I set time zone for these charts following the same rule. So if currently globally time zone is +2 and I evaluate chart with 2021-07-01 end date, I set time zone to +3 for this chart. And of course I want start and end session times to be 00:00:00 and 23:59:59 for this chart.

you are scrolled to the bar with a start date/time of 2021-05-01 12:59:00

Did you mean 2020-05-01 23:59:00? It is 2020-05-01 23:59:00 in the chart header.

you are scrolled to the bar
the other one is scrolled to the most recent bar

This is a guess and it's wrong, because both charts have all bars visible, in other words they are scrolled to the oldest bar.
But if I scroll both charts to the most recent bar, the result is the same, end times are different in chart headers.

End dates become the same, if start and end session times are 00:00:00 and 23:59:59.
