The first set of situations we understand. When your Service is is set to SC Data - All Services and you are not connected to the data feed, the system does still get the historical data. That is normal.

And it also makes sense that if your service is set to SC Data - All Services and your Internet is not connected, that the historical data retrieval will fail and will not try again, even when the Internet is connected again. But, in this scenario, when your Internet connection is back, if you "Connect to the Data Feed", you should get all your data. Also, exiting from Sierra Chart and then starting again, should get your historical data, as well as closing and reopening the Chartbook.
