Looking at your images, the Bollinger Bands %B for TWLO looks like a settings issue of some sort, or perhaps just a scaling issue. But this does not have anything to do with Time and Sales. What did you change in the Symbol Settings? And do you have an image of the same chart without the changes to the Symbol Settings? You can always just deselect the option for Use Custom Symbol Settings Values to test.
