Example: I set an anchor for a DRAWING_TEXT to be at 10:04:45, but on a one-minute chart it is anchored to the 10:04 bar.
You are asking for the ability to place a drawing anywhere between one bar (10:04) and the next bar (10:05). You can either place a drawing based on index or time. It will not approximate a time less than the bar period. I did see this documentation which makes it seem not possible. Can someone please confirm yeah or nay?
