The study collection was just give you the idea of how to do what you wanted. Which is to use the Color Bar Based on Alert Condition to establish when to draw the line and when not to. But now that we think about it, it would not do what you wanted for the Horizontal Line, since that is a continuous item (i.e. you are wanting it to show across multiple bars at the same time). We will have to think of a way to do this. But, one option that may work, if the line is at a constant position, is to use the Drawing Tools and set an alert on the drawing. You can then change the color of the drawing by using different configurations. You can then set the drawing to be the same as the background to not be visible, then change the color to something you can see when the alert fires.
