What exactly does that mean? We are not sure of the method of calculation.
It counts the number of stocks that are below today's low or above today's high starting at the opening of the stock exchange. This is not making any sense to us at all. So we do not see adding it. It does not even seem useful either.
It is very useful for a trader as the key relies in the difference between the number of stocks at today's High and the number of stocks at today's Low. The difference of the 2 lines will output the overall position of the Stock Index at the current moment. What do you expect the Index will do if at the current moment there is an overwhelming amount of stocks trading lower than the current day's low? It will go down as well...
