Yes this does make sense because we did hear from another person in South Africa who is having slower Internet connectivity. The cable break does not sound like a good thing at all. It seems like something like that would take time to resolve. South Africa is served by many cables though: https://www.submarinecablemap.com/ Not sure why one cable would cause a problem.
