With all due respect, you're wrong. I have followed the time zone settings to a T. I still get the same inaccurate overlay when using NY EST. Try it yourself if you don't believe me. Put a 20 SMA on a Daily Chart, then try and overlay it onto a 4 hour chart using EST. The value for the 20 SMA on the destination chart will be wrong.
