The reason the label is being placed where it is, is because you are using the Study Subgraph Above/Below Bar as Text. Therefore, it is placing the label in the same location as the subgraph is being displayed. For instance, the Subgraph is being displayed Above the bar with zero offset, so it is being displayed at the High of the bar. Therefore, the label gets displayed at the high of the bar. In order to do what you want, just use the Drawstyle Subgraph Name and Value Labels Only on the study that is producing those values and turn on the Label option.
