Maybe you need to move it up in the list of items in the Selected Control Bar Commands list in the window for configuring Control Bar Buttons: Control Bar: Customize Control Bars >> Control Bar 1-12 (Global Settings) For test purposes move it to the top of the list. Is there any evidence on the Control Bar that it is visible even if it does not display anything?
