Make sure the Scale Range is set to Automatic. Follow the instructions here in regards to this:
Chart Scale and Scale Adjusting: Chart Bars or Studies Not Completely within View, Not Displayed, or Cut Off. Reset Scales.

Also, on the Scale, you could use the option Scale Range: User Defined with Auto Set from the Right-Click menu when you have the Scales set the way you want to see them? This is the easiest way to lock the scales at the current position, so they will not move anymore. This sets the scales to User Defined Range.
