Do I have to have advanced charting enabled on my CTS account in order for Sierra to work?
No, you do not.

Are you running any other firewall software on your computer?

We did try connecting to the CTS Live FIX server.

We were able to connect:

The size of the Receive socket buffer is: 524288 | 2013-10-02 12:49:20

The network socket is connected. | 2013-10-02 12:49:20
The socket starting SSL connection. | 2013-10-02 12:49:20
SSL socket is now connected. | 2013-10-02 12:49:29
