Are you still noticing this problem when using Sierra Chart version 1632?

Since there is what seems to be an apparent bug/issue in Open SSL that we worked around in 1632, that might possibly be leading to this problem.

In your particular case we do not think this is the problem but we just want to be sure.

While we do occasionally hear about connectivity troubles with CQG, nothing severe like in your case. We will follow up with CQG about this once we hear back from you. Because since they are going to start to charge us every month, they really have to do a better job since this appears to be a problem on their side.
