I understand that should be an "Send attached orders" which will set the parentID to the parent order previously submitted, Where did you read this? This is not documented anywhere. This functionality does not even exist. In the documentation you referred to above, you are simply looking at a section title but that's not giving the exact commands that you would select. If you read the section, you will understand what needs to be done. But nowhere is there any documentation about the setting of the parent internal order ID.
