I'm trying to set an alarm is triggered when price go above or below bollinger band, a sound and pop message (if that is possible)
Are you able to help me with this? I've gone through the documentation but I'm still not able to be successful.

You would set an "Alert" on the Bollinger Band study (there is a tab for Alerts on the Settings window for the study). Since you just want to be alerted when price crosses the Bollinger Band, the alert entry would look like the following:
=CROSSOVER(C, ID1.SG1)

Where C is the Close (last or current price) and ID1.SG1 is the ID of the Bollinger Bands Study and SG (Subgraph) 1 of the Bollinger Bands study (Top Band).

Then select an Alert Sound on that Alerts tab and any other settings as you need them.

Ok thank you,
Now what if I have data in region 2 with a Bollinger band. Is C applied to the region that it is in?
So for example, advance decline data in region 2 and I have it with an Bollinger band. Same approach?

It does not matter the region. There are certain variables that are setup for the Main Price Graph, so 'C' is always referring to the Close (Last) of the Main Price Graph (the main bars in Region 1). Refer to the following:
