US Equities Exchange Agreements Glitch

I have signed the "UTP-NASDAQ CTA-NYSE Non-Professional Certification - 2023-02-08" form for the US Equities Exchange Agreements to get access to US Equities Consolidated Tape 3 times and it still shows that it is orange and not green. Am I missing a second form to sign? I have stared at all the support pages for 30 minutes and I can't find any explanation for this. All of my other exchange agreements went through without an issue. Is this a glitch?
