Stationary Text Fixed to screen location

I want to the Stationary Text tool MOVE with the screen. Currently it is fixed within the chart. I want the text to remain in the upper right portion of my chart regardless of where the X & Y axis for the chart is. Is there a way to do this?

Stationary Text is specifically "stationary". Use the "Type Text" tool to have text that stays in a position relative to the bars.
