A friend of mine lives in Brazil and has the following problem (unfortunately I cannot reproduce the problem) (see picture)

The WIN clock shows the correct time in Brazil. The time zone ‘NY’ is set for the NQ.

You can see two clock times in the charts. The clock in the chart header runs 10min10sec behind and the clock from the study ‘Clock - Real Time’ shows the correct timezone time.
The recording shows the change of a new candle in M30 and M1 (orientated to the clock in the chart header).

What is the problem and what should be done?

Since you state that the clock in the Chart Header is 10 minutes and 10 seconds behind, it sounds like your friend is not setup to get real-time data, but rather they are getting the delayed streaming data for the CME Group. That delayed streaming data is delayed by exactly 10 minutes and 10 seconds.
