Correct me if I'm wrong. Based on the following link:

Referencing Other Charts in Spreadsheet Study Formulas

I should be able to have a Spreadsheet System/Alert on Chart #1. And on Chart #2, reference that spreadsheet through the Study/Price overlay, and as soon as the data updates (signal repainting in my case) on Chart #1, it should immediately reflect on chart #2, without me having to use the Ctrl + Insert to recalculate the chart.

Unfortunately right now that is what I'm having to do.

Chart #1 is a higher time frame chart with a spreadsheet system.
Chart #2 is a lower time frame with its own spreadsheet system.
I'm referencing Chart #1's spreadsheet on to Chart #2 via Study/Price Overlay.
But when a signal repaints on Chart #1, it does not update on Chart #2 unless I manually recalculate.

Edit:

After reading this from Study/Price Overlay Study:

"When the source chart is calculated after the destination chart which has been calculated, it tags the destination chart to calculate itself again. At that time, the destination chart will get the current study data from the source chart again which now will be up-to-date because it includes any changes resulting from the most recent trade. All of this process is fully automatic. However, it is important to understand the timing of this in case there any subtle issues which arise out of this based upon any custom ACSIL or Spreadsheet programming you are doing."

I see in the message log when Chart #2 tags Chart #1 for a full recalculation. Typically this seems to happen every 3 minutes or so, which is fine (I am using Volume per Bar for Bar Period Type). But in some cases, the chart doesn't get tagged for nearly 20 - 30 minutes. Why? On Chart #1 I'm getting a new bar at least every 3 to 5 minutes.

Well I found the workaround. The study "Chart Recalculation - Periodic" fixed that for me. I have enough CPU power to have frequent recalculations.
