Teton is advertised as less than 500 microsecond latency to the exchange. I am wondering if this applies to 'limit if touched-client' orders. In other words, do these orders sit held at the user's local sierra chart instance (and hence, the latency would be whatever it from the user's machine to sierra servers + the 500 microseconds), or if the orders sit on sierra's servers somewhere and can be converted to limit orders if price is touched within 500 microseconds.

Since this is specifically a "Client" order (as noted by the -client in the name) the order is held on your local Sierra Chart computer. So the time for the order to fill is the time it takes to get from your computer to our servers and then the 500 microseconds to get from our server to the exchange.

If Sierra Chart crashes before the limit price is touched, and the user restarts the application, can they expect the local limit if touched orders to recover?

The local limit if touched orders will still be on the chart and will update once the data has redownloaded. If the price is then at a position where the Limit if Touched would have been activated previously (i.e. above the order for a Buy) then the order will be sent at that time. Otherwise, if the current price is not in a position to activate the order, then it will stay on the chart as it was. Note that only the current price matters - if the price went through the Limit if Touched and then back again while the computer was off, then the Limit if Touched will not activate when the missing data is downloaded.
