Can the crosshair also tool move/drag the chart up, down, left, or right? Or do we have to use the hand tool to move the chart, and then use the crosshair to see the time/price? On NT8 for example the crosshair also allows you to move the chart without needing to click on a separate tool. Thanks.

You need to think of this differently with Sierra Chart. It is not a matter of allowing the chart to move when the "Chart Values/Crosshairs" tool is selected. It is a matter of how to have the crosshairs displayed when using the Hand Tool. To have the crosshairs displayed when using the Hand tool (or any other tool) you need to set the option for "Tools >> Tool Settings >> Chart Values >> Action When Other Tools Selected" to what you want.
