You would have to use the "Color Bar Based on Alert Condition" study to do what you want. Refer to the information at the following link, in particular the section on "Coloring Subgraphs of Other Studies":

Your alert condition would look like the following:
=ID1.SG1 < ID1.SG2

You can also do it with a single instance of the Color Bar Based On Above/Below Study study, without a formula:

- Set the 'Based On' to the Stochastic Slow study
- Set the Chart Region to the same as the Stochastic study.
- Set the 'Input Data' to the Slow %K
- Set the 'Study Reference' to the Slow %D
- Set the 'Output Input Data Values Instead Of 1.0' to Yes
- Set the Draw Style to Line.
- Be sure this study is below the Stochastic study in the Studies to Graph list.
