Color Bar Background Based on Alert Condition

I'm not sure if this is a violation of the board rules or not but I am trying to write a simple Color Bar Background Based on Alert Condition for a couple of Numbers Bar Calculated Values stats that use percentages. Specifically AskVol BidVol Difference Percent and Finish AskVol BidVol Diff% and nothing I have tried works. Seems simple but can't figure it out. How the heck do you write percentages for alert conditions.

The Numbers Bars Calculated Values have some special requirements, percentages are one of these.
