Is it possible to set for Study Number Bars Calculated Values the percentage relation separately between two items from Subgraph. Exactly the relationship for :
1.Delta and Max Ask Bid Voll Diff and
2.Delta and Min Ask Bid Voll Diff?

If YES, is it possible to set a voice alarm for this?

You can access the data in the Numbers Bars Calculated Values studies and do what you want with the data, the same as any other study. You do have to be careful with a few items that are displayed certain ways. Refer to the information for the Input for "Use Default Number Formatting for All Subgraphs" in this section:
Numbers Bars: Numbers Bars Calculated Values Input Descriptions

And also refer to the following regarding creating alerts:
Numbers Bars: Referencing Numbers Bars Calculated Values Subgraphs in Alert Formulas

In terms of modifying the information, refer to the Arithmetic Studies here:

Thanks - is it possible to set some parameter / levels permanently for calculation, e.g. delta is (as the smallest value) -300 or 300 and max delta (as the smallest value) is 600 and min delta is -600 for Study Subgraphs Divide / Ratio. It's about setting the levels at which Study starts.

You would have to use another study to get that information, such as the "High/Low for Time Period". You can apply this to the Numbers Bars Calculated Values Study and specifically reference the Delta to get the High and Low for the time period. Refer to the following:
