On the attached chart, I have "Last" set to ignore in the settings yet I'm still getting red marks on the PnF bars. Is this a bug or is this normal for PnF charts? I only want to see the Open of the bars as that's the only info I really need.

The Last mark of the bars is not drawn. The Last color is used for the Open mark for down bars.

Are you saying that in the settings "Open" is actually "Open for Up Bars" and "Last" is actually "Open for Down Bars?"
