Since I did the symbols list update that was sent, I seem to be unable to enter my commission rate in the Global Settings, Symbols Settings, Additional field?

We are not seeing a problem with this. What you need to do is select a symbol in the list of Symbols on the left of the Global Settings >> Symbol Settings window.
