My home and work PC,s use IB for data and trading and I am using current version of Sierra. I also use Bookmap and I have no problem with all 3 running.

I have set up IB/Sierra on another PC( backup)and find when IB is running with Sierra , Bookmap is blocked from access to IB api. If I disconnect Sierra then Bookmap will hook up and now Sierra wont connect Not blaming sierra charts but just want to ask if you may be able to point me to a solution thank you

Only one thing to add, this install of SC is always asking about open positions and trades pop up. I went to my other installs and have the same things turned off but this setup( one I have api issues with) still will not let go of the trading hookup with IB, thats the only obvious thing between the problem setup and the other two. When I try to exit SC I get a message that there are open positions, do I want to exit?..... how do I get rid of this message?

Regarding your second question, I have the same message, and I don't have an open position, what happened was I funded my account with CAD, but my settlement was set to USD, so I had to do a currency conversion, and for some reason, IB API sent that conversion to Sierra Chart as a Forex trade, that's why I always have a 'open position' message when I exit Sierra, and I just ignore it. Not sure if that is same for your case.

Regarding the first post, refer to step numbers 19 and 20 here:
Interactive Brokers Trading Service: Setup Instructions

We think the issue relates to the setting mentioned there. But we really do not know for sure.
