You will want to set the options for Global Settings >> Tool Settings >> Chart Values >> Always On when Chart Values Tool Selected to Yes and Global Settings >> Tool Settings >> Chart Values >> Action When Other Tools Selected to Always On when Using Other Tools. What "tool" do you have selected? The one situation for which the crosshairs will NOT show up is when the tool is set to Pointer.
