Cannot move or scroll up and down on chart trading DOM

I am unable to move or scroll up or down on my trading chart DOM. Can you help with how to set it up so I can move it manual? The trading chart DOM is not moving manual.

Make sure the Scaling is set to Constant Range. And ensure that you have one of either Interactive Scale Move or Interactive Scale Range selected (make sure the option for Interactive Scale Locked is not selected) - right click on the scale to see these options. Also keep in mind that if the Scaling is set to Logarithmic, then you can not change the Range of the scale, but you can move it.
