We need to add additional logging to isolate the issue further. We simply cannot reproduce using the files you have zipped up. So we really do not know what is going on still in your case.

I'm having the same issue, Windows error code 126 trying to load a dll on a remote VPS. Same SC version 2443 on both my home and remote servers. The only difference is Windows version (Win 10 at home, Win Server 2016 on VPS).
