Cannot submit order on real time sim trading, but fined with replay and live trading

I am using version SC 2357 and encountering a weird issue with submitting order.

I cannot submit any order on real time sims trading, however order can be submitted on sims replays and live trading.

Using OCO from trade menu, it looks like the order get rejected right away. No error from message log.

The status is canceled when I hit a market order.
