why are SC software "Version Notes" often not published?

Pre-releases and full releases to SC software seam to come out every couple of days but the corresponding "version notes" are often not published, such as today (April 1) for version 1115. Obviously the SC software engineers already have a full list of notes for the release before it is released so why not publish the version notes at the same time. I wonder what was changed or improved with version 1115? It's hard to know if one should upgrade to the latest version when there is no info about it.
