The Web Trading Portal is only for use for the Sierra Chart Order Routing. You are not setup with that service, therefore the web portal will not work for you.

I am placing some orders each day. IF my computer , or internet goes down during this time . I hope to manage my trade with my cellular . Is the a way to close my trades with my cellular ? |

Not through Sierra Chart unless you are using the Sierra Chart Order Routing (as we noted above). You could see if your trading service has a mobile app that you can use to access your accounts and make changes that way.
