Is it possible to configure Scale Increments displayed as tickmarks on the chart scale - between - Horizontal Grid Line Increments with no numbers on the "between" Increments?

Just as just a tick mark on the scale, there is not an option for this. There is the Secondary grid that can be used to present the ticks as a different type of line from the primary horizontal grid.
