When I draw a rectangle in a tick chart, the rectangle is expanding by itself to the right after a certain amount of time goes by. How do I keep the rectangle staying in place and remaining fixed in place on the time x-axis.

There are two different types of Rectangle drawings - Rectangle and Extending Rectangle. It sounds like you are using the Extended Rectangle when you want to just use the Rectangle.
