PS: Does SC have a study for calculating percentage values based on the data of another study? Didnt find it.

for example:

i want to use the "Commitment of Traders" study and calculate the percentage share of the commercials net position based on the open interest.
Then i want to use this weekly number and compare it with the same week over several years.
And then i want to get an average for every week over 3 years, 5 years, ect.

You would want to use the Relative Volume study for what you want to do.

If the data is already in percentages, then it would seem that you do not need to do anything further.

If you want to get a percentage value out at the end, then refer to the Arithmetic Studies that allow you to add/subtract/multiply/divide data, which should give you what you are looking for:
