Replay control panel not coming up

Hi, I'm unable to bring up the control panel to do replay today. Tried, shutting down and restarting. If I select play/pause it will ask me if I want to enter sim mode. But when I select the control panel it doesn't open.

FYI i read how to set up the new replay, and can get it to play if I go back to a certain point on the chart, I can play it from there but I would like to be able to use the control panel to set specific times and speeds
