Is it possible to highlight a number bar when the close is above point of control?

There is no way to highlight a Number Bar itself, and the option you are asking for does not exist within the Numbers Bars study. What we would recommend would be to use the Color Bar Based on Alert Condition and use the Point on High subgraph to put a dot above the bar when the condition is met.
