I have just connected visual studio to Sierra Charts for debugging. Whenever I use std::cout, I don't see anything in either Visual Studio or Sierra Charts. Is cout available for use or do we have to add the message to the Sierra Charts log?

Since there is no console, std::cout cannot be used. You would need to add a message to the Sierra Chart Message Log instead. Or write to a separate file that you open.
