Unable to read items in the 'chart shortcut menu'

Access the chart shortcut menu. About 70% of the time The background is black making menu items unreadable. Whereas the background was usually gray. Now black background comes up more than the gray background which means you have to scroll over to see the menu item. Re-Starting does nothing. Is there a way to fix this. Makes using the menu a real pain. Thank you
