The CME has no margin data available as of this evening 2020-08-09: https://www.cmegroup.com/clearing/margins/outright-vol-scans.html The issue is the CSV download provides no data. We have contacted the CME Group about this. This is causing simulated orders to be rejected with an error indicating there is no margin data available. At some point today we expect the CME is going to resolve the problem. We are doing a software update, so that once the CME solves the problem, the margin data will be received within two minutes.

This issue has been resolved and orders can now be submitted. We did receive the following earlier. Thank you for contacting the CME Global Command Center (GCC).
This is a known issue which we have escalated for investigation and resolution. Unfortunately we do not have an eta which we can currently provide, however we'll provide an update once resolved. We are also going to save the prior margin rates file, and rely on that when the margin rates data cannot be fetched from the CME for some reason.
