How does one get the volume at the high and the volume at the low for each bar into a spreadsheet study

There is no straightforward way of doing this. The way this data would be obtained is with the Volume by Price study and as of this time, the individual volumes for each Volume bar are not outputted to a spreadsheet. This capability will come probably sometime in the next 3 to 4 months.
