As the title states, I would simply like to have my moving averages display on top of my histogram bars because they get covered up depending on histogram bar thickness. Would I just need to create a custom study using Sierra's TSI code as a template?

Did you try to use TSI with moving average based on TSI? Based On (MA study settings) Chart Studies: Settings and Inputs Tab >> Based On - Basing a Study on Another Study |

I am actually trying to get the TSI and Signal line on top of the histograms for the indicator but that is a good idea. I guess I could just set the MAs to zero and hide the original lines. Thank you
